This article goes way overboard in the attempt to explain Obama’s birth certificate. Let’s put it this way. If you look at the bottom of the birth certificate it says: This copy serves as prima facie evidence of the fact of birth in any court. “Prima facie evidence” as defined is: “Evidence that will establish a fact or sustain a judgment unless contradictory evidence is produced.” The state of Hawaii is saying that his birth certificate can be challenged in a court of law, if evidence to the contrary is proved. The birth certificate shows the format of that document was revised in November 2001, so obviously it is not a duplicate of the original.  
It’s not a matter of the State of Hawaii not issuing a paper certificate, either - they do upon request. Hawaii doesn’t voluntarily send one out, but if you need your certificate for any reason, they’ll send you out a state certified document. ( as evidenced by what’s circulating on the internet) Obama quite possibly needed a copy of his birth certificate when he became a U.S. senator. The citizen requirements for a senator and president are different. The question should be: What was the issuance of a birth certificate predicated on? It’s possible Stanley Ann Dunham received some sort of birth documents in order to board a plane bound for Honolulu with the newborn Barack, and immediately went over on August 8th to the registrar’s office and gave a different account as to Barack being born in Hawaii. Obama knows the circumstances.
