Lt Col Garrett was born in Norwich CT, and graduated from Coshocton, Ohio High School. He attended West Liberty State College, West Liberty, W.V. on a football scholarship, captained the football team his senior year, and won 7 letters in football and wrestling before graduating in 1974. After marrying the former Martha Yoder of Clark, OH, he taught at Real Life Christian Academy, was director of a Group Home for troubled youth, and played semi-pro football with the Tuscarawas Ciunty Vikings in the Ohio Football League from 1974 to 1978.
After a short 6 month teaching assignment in Jamaica, West Indies in 1979, Lt Col Garrett joined the Air Force, and was commissioned from Officer Training School. He attended Navigator Training at Mather AFB, CA, graduating with Academic Honors in 1980. While stationed at Carswell Air Force Base, TX, Lt Col Garrett earned his first Air Medal for his role in a B-52 elevator out landing, a flight that earned the crew the first annual Ira Eaker award as Strategic Air Command?s Outstanding Flight of the Year.
Assigned to Wurtsmith AFB, MI in September 1986, Lt Col Garrett served as an Instructor Radar Navigator, Training Flight Instructor, Flight Evaluator, and Wing Target Study Officer. In November 1990, he became part of a five-member team setting up B-52 operations in Jeddah New, Saudi Arabia for DESERT SHIELD/DESERT STORM. This, his combat planning, and combat sorties flown earned him a Commendation Medal, his second Air Medal, and the Bronze Star.
In June 1991, while still a Captain, he became the youngest ranking Chief of Current Operations in a Strategic Air Command Wing during that era. In June 1992, he was selected for his first command position as Commander, 379th Mission Support Squadron at Wurtsmith AFB MI. From July 1993 to August 1995, he commanded Detachment 1, 99th ECRG, Lajunta, CO., and attended Defense Language Institute to learn Spanish in 1995.
After language school, Lt Col Garrett worked as Deputy Military Group Commander and Air Force Section Chief, US Embassy, El Salvador where he was named Salvador?s Foreign Military Humanitarian of the Year, an award presented jointly by the Salvadoran Minister of Defense and the US Ambassador.
In July 2000 Lt Col Garrett was deployed to Manta Ecuador where he served as Commander for a Forward Location, Anti-drug Operation, being tagged ?the best commander we?ve had? by the 8th AF official in charge of the Anti-drug operations. Later that same year, he redeployed to his ACC Headquarter post, completing the very unusual honor of having served as a 3-time USAF squadron level commander.
Since retiring from the USAF in January 2003, Lt Col. Garrett has taught in the social science department and coached running backs at Evangel University, Springfield Mo. His running backs have won seven All-Conference and one All-American honor.
In 2006 Garrett was inducted into West Liberty?s Wall of Honor, his alma-mater?s Hall of Fame and has recently been selected in the Marguis 2009 edition of Who?s Who in America.
Lt. Col. Garrett?s military decorations include the Bronze Star, Meritorious Service Medal (2), Defense Meritorious Service Medal, Air Medal (2), AF Commendation Medal (2), AF Achievement Medal (2), and the Joint Service Achievement Medal.
The Garretts have three children Wendy (23), Bethany (20), and Anthony (20).
